Reporting cyber incidents should be a pathway to recovery and protection, not an additional burden for micro, small, and medium enterprises (MSMEs). Across Asia and the Pacific, businesses are increasingly relying on digital platforms and services, yet many lack clear, accessible ways to report cyber incidents and receive support.
Fear of reputational damage, uncertainty about where to report, language barriers, and limited follow-up support can discourage businesses from reporting incidents. This reporting gap means businesses may miss opportunities for recovery; other firms may lose out on timely warnings, and authorities may lack a complete picture of emerging cyber threats.
This policy brief examines the barriers that prevent MSMEs from reporting cyber incidents across Asia and the Pacific and offers practical recommendations for governments, industry, service providers, and business associations. It highlights ways to make reporting simpler, more accessible, and more trusted, helping businesses recover faster and strengthening cyber resilience across the region.
